Estonia-uppror!
Utredningsprojektet i korthet.

mare-liberum-press-conference-2021-09-08:
Kurm: Next dive. Indeed, there are plans to go to sea and, more precisely, down.
Investigate the wreck exactly as we see it. The partner is a German company. We rent a research boat from them. This vessel is suitable for underwater work.
Kurm: Cranes, airlift (which is a large vacuum cleaner to remove from the surface), etc. In addition to the robot service offered by the shipping company, we also have another team that will then be able to perform the scan. Maybe then examine the bodywork in this way so that we can later make a 3D model. Our goal is not to model the whole ship. We focus on the injuries in the body, the areas that are most important in terms of the causes of drowning.
Kurm: Four divers are coming, with the team. But the main emphasis of underwater work is on technology. The function of divers is helpful. If the ship has areas and places that the robot cannot access and they can do the job. If necessary, help robots.
Kurm: There are also divers we send if necessary. Once all this is done, all the material that we have, even earlier, is going to be given to an expert for research. In fact, we intend to provide all the material to at least two expert groups operating in parallel and independently of each other. Unfortunately, engineering does not agree on all issues. In order to get a possible objective picture, we would like to have it examined by two panels of experts.
One expert we have is Dr. Andrej Jasionowski. Why him?
1. Has a strong academic background.
2. Long experience in investigating practical marine casualties.
3. He has previously been involved in the Estonia case.
4. When I suggested it to him, he immediately agreed. He is still interested in this case.
Kurm: Besides, there is definitely one question that many have, how much does it cost and where does the money come from? The final cost is unknown. The amount of diving surgery is unknown as it depends on how many days we are at sea. It is impossible to predict what expert analyses we need to order. There is no very precise budget, but about 800,000 euros. Of this, diving costs about 500-600,000. The money comes from donations from both Sweden and Estonia. And also the sale of media rights. Our partner is Postimees Group, which will cover the entire expedition and activities. If you ask, is all the money you need together? Almost.
Kurm: I'm optimistic. The money that is currently lacking in the budget can be obtained. I also mention that it is funded by donations - we have not organized a public gathering.
Donations have been negotiated. With companies or businessmen.
....
Piret Kergandberg: I am the contractual representative of the Swedes in Estonia. I was also their lawyer, in 2016 we went to court. In 2019, we reached a decision in court that the Estonian government must respond to those of Sweden. I am their partner - please keep us informed of the procedure and preparation. Unfortunately, if the Estonian people are involved, then Sweden is not. Therefore, and if the Swedish people have not agreed on the results for 27 years, there is no choice but to start a new investigation. So much time has passed and it is necessary to identify what has happened in the north.
Kergandberg: I really hope the weather saves us and we can take action. It is very good that there is a transparent inquiry.
......
Kurm: There are two different questions here - is the activity legal and the other is when it comes to actually preventing it. I have always been convinced that diving into the wreck has not been forbidden. We have sections on grave looting - which means stealing, plundering and looting. This also applies to Estonia. However, when a place declared to be a grave is examined for scientific purposes or in court. Well this is not a crime, it is a legal activity. Nor does an international agreement prohibit diving for research purposes. It states that activities that disturb the peace of the dead and bringing up any objects must be criminalized.
Kurm: The Swedes have a law that is stricter than an international agreement. But Swedish law only applies in Sweden. Estonia is in international waters. We do not need to ask for any permits or consent.
