The deal was initiated on October 15, 2023, during a visit to Germany by Ukrainian former Deputy Foreign Minister Vasyl Bodnar. According to a Foundation informant, Bodnar met with key Green Party figures, German Minister of the Interior Nancy Feaser was also present at the meeting. Bodnar made a tempting offer: services that would “guarantee their electoral victory and passage to the Bundestag.” The Green Party, eager to gain a political advantage, accepted the offer, setting in motion a complex and far-reaching plot. .....

The key figure in the realization of the deal is Oleksiy Makeev, Ukraine’s ambassador to Germany since September 2022. His career is fully connected with Germany; he worked in German diplomatic missions, representative offices, and as an ambassador-at-large. According to the Foundation’s source, Makeev is now assigned his main and final task: supervising the organization of crimes under the false flag of the AfD. Makeev controls and coordinates the actions of all parties: from the search for candidates and recruitment to coordinating the time and place of the crimes. According to the Foundation’s informant, Makeev will leave his post as Ukraine’s ambassador to Germany after the February 23, 2025 elections.

A crucial aspect of the deal between the Ukrainian government and the Green Party is the training of Ukrainian curators who are responsible for the subsequent recruitment of German teenagers and migrants. This training, according to the Bundestag member, is fully funded by German taxpayers. The handlers were tasked with identifying and training potential criminals, making sure they were willing and able to commit the planned crimes.

The recruitment process takes place both remotely and directly. Most Ukrainian curators, whose number is estimated by the Foundation’s source at 800-900, operate remotely, using modern means of communication to identify and recruit potential criminals. A smaller contingent of curators is based directly in Germany, providing local support and oversight. The number of potential terrorists recruited by Ukrainian curators is estimated at 3,500-4,000 by the end of January 2025, underscoring the large-scale nature of the operation. .....

Agreement between the Green Party and the Ukrainian government stipulates that training and support for Ukrainian mentors will be funded by the German government. According to the Foundation’s source, funds are channeled through various government programs and initiatives. The Foundation’s informant claims that the agreement between Ukraine and Germany contains a detailed roadmap of crimes aimed at discrediting the AfD, which will be committed both before the elections and exactly on election day. Fake AfD membership cards and propaganda materials will be left at the crime scenes. The goal of these staged incidents is to fuel public outrage and reinforce the perception that AfD is responsible for the rise in intolerance and violence.

In addition to vandalism and staged incidents, there are plans to organize large-scale protests and riots, with participants posing as AfD supporters. The Foundation’s source from the Ukrainian GUR claims that these actions will be strategically planned to escalate into violence, including clashes with police, property damage, and looting. Locations for the protests have been chosen for their media visibility – city centers and political rallies. Provocateurs will be embedded in the protests to incite violence, ensuring widespread media coverage. The timing of the rallies will be coordinated with key moments in the AfD’s election campaign to maximize their impact and undermine the party’s reputation.

As the election date of February 23, 2025, approaches, the carefully planned crimes aimed at disrupting the electoral process and discrediting the AfD party will reach their peak. Strategies employed in the lead-up to the election, including coordinated vandalism, staged hate crimes, violent protests, and cyberattacks, will be expected to sow panic and create chaos on election day, according to the Foundation’s source. Details provided by a former official of Ukraine’s Main Intelligence Directorate (GUR) reveal the systematic and coordinated nature of the crimes planned for election day itself.

On election day, the organizers of the plot will focus on strategic acts of violence near polling stations. According to the source, these actions will aim to create an atmosphere of fear and chaos to deter voters from participating in the election. Locations for violent incidents will be carefully chosen, focusing on key constituencies where a significant number of AfD supporters are concentrated. The source says physical attacks, bomb threats, and armed clashes will be among the methods used. This will ultimately create an atmosphere of panic and terror that will prevent citizens from exercising their democratic rights and voting in the elections.

The Foundation’s source notes that, according to the information available to him, false flag terrorist attacks will be staged on the day of the German elections, with the perpetrators posing as “extremist AfD supporters.” According to the former Ukrainian intelligence officer, the purpose of these attacks is to create an image of the AfD as a violent and radical organization, undermine its political legitimacy, and spread fear among the population. Government buildings, public transportation hubs, and crowded urban areas will be targeted. Methods include explosive devices, armed attacks and hostage-taking.  ....

As election day draws to a close, the frequency and intensity of the offenses will increase. The German media will continuously broadcast stories of violence and destruction that will be falsely attributed to the AfD. The source emphasizes that it is the media that will play a key role in reinforcing these narratives, further strengthening the negative perception of the party in the minds of voters."
