"Since 2021, there has been increasing international pressure on the United States to declassify the existence of technologies for remotely controlling human brain activity and to prevent the creation of a new totalitarian system based on the use of these technologies. This effort was mainly supported by the UN and the European Union.

In the United States, reports have been published since 2016 about attacks on American state employees that caused them to experience auditory hallucinations and other difficulties, which began to be referred to as Havana syndrome. The American Academy of Sciences published a report in 2020 stating that these attacks were most likely caused by pulsed radiofrequency energy. Since the Academy of Sciences was not present at any of these attacks with the appropriate detectors, it could not claim this with certainty.

The publication of the fact that pulsed radiofrequency energy can affect brain activity and induce auditory hallucinations has opened the door to the discovery that human brain activity can be comprehensively controlled using this energy, as pointed out by the UN and the European Union, without revealing the fact that this can also be done remotely. The connection of information about attacks on the brains of American diplomats and intelligence officers with the knowledge that this can be executed via pulsed radiofrequency energy, coupled with information released by the EU and UN regarding the threats to democracy and human rights posed by these neuro-technologies, must inevitably lead to the conclusion that it is possible to remotely control human brain activity, thus paving the way for a replacement of democracy ultimately with a totalitarian world rule of a single superpower.

This led the American government to decide to suppress this information and thereby once again conceal the existence of these weapons. It happened when its intelligence agencies released a statement indicating that the symptoms of Havana Syndrome were not related to any attacks by a foreign state and that they were therefore not caused by any device. According to American intelligence agencies, they were caused by ‘factors that were not associated with a foreign adversary, such as innate tendencies, common illnesses, or environmental influences.’ As a result, they renamed Havana Syndrome in their report to ‘anomalous health incidents’ (AHI).

The USA, Russia, and China already had radar systems at that time that were capable of generating extra-long electromagnetic waves in the ionosphere at frequencies that affect the human nervous system, thus controlling the activity of human brains over large areas of the planet. The European Union did not possess any such equipment, and that was most likely the reason why, in March 2024, Germany provoked a discussion in the American Congress about whether the fact that it is possible to remotely control the activity of the human brain in the USA is being kept secret. During the hearing of the House Homeland Security Committee, several experts confirmed the opinion that the Havana Syndrome was caused by pulsed microwaves, and it was also mentioned that an undeclared war between Russia and the USA in this area has been ongoing since the 1980s and that this is the real reason why the USA keeps these technologies secret. In other words, they want to win this war and dominate the world.

The American Congress, following this hearing, continued its efforts to declassify these neuro-technologies until the end of President Biden’s administration. The Chairman of the House Committee on Homeland Security, Mark Green, and the Chairman of the House Intelligence Subcommittee, August Pfluger, sent a letter on August 20, 2024, to National Security Advisor Jake Sullivan regarding “anomalous health incidents” (AHIs) ......

The Permanent Select Committee on Intelligence of the House of Representatives stated on December 5, 2024, that “It is increasingly likely a foreign adversary is responsible for some portion of reported AHIs,” and continued:

“The leadership of the Biden administration and the intelligence community has attempted to obstruct the subcommittee’s investigation into AHI so that the truth about AHI would not be revealed to Congress and, consequently, to the American public. This is unacceptable.”

In the report, members of the House committee urged the intelligence community to release a new report on the Havana syndrome. Rick Crawford, chairman of the subcommittee on the Central Intelligence Agency, which conducted the investigation, told CBS News:

“Sadly, the IC has actively attempted to impede our investigation, but we have nonetheless been able to gather significant evidence, and I have reason to believe that its claims of environmental or social factors explaining AHIs are false.”

The last chapter of this story took place at the end of President Biden’s administration. It suggests that, after pressure from top congressional leaders, intelligence agencies, the UN, and the European Union, he finally decided to declassify the existence of weapons that control brain activity, towards the end of his presidential term.

Six months later, on June 26, 2025, Marc Polymeropoulos revealed this, having been known as one of the first individuals to report that he had become a victim of an attack on his brain, and was referred to in the media as “Patient Zero.” He wrote on the platform X:

“To the @60Minutes team – you are important. With this story, you honored the memory of the victims. The truth. This episode marked the beginning of the end of the manipulation of victims by the U.S. government. At the end of Biden’s administration, I was invited to the White House situation room, where a senior National Security Council official told me, ‘You were right.’”

 

Polymeropoulos’s message was read by his friend, the well-known American journalist Jonathan Scott Cohn, who learned details about this meeting from him. In an interview on “The Bulwark podcast,” he stated that at the end of Biden’s presidency, there was a National Security Council meeting, to which five victims known to the intelligence community of the so-called Havana Syndrome were invited. They were told: “You were right, and that means you were affected by directed energy. This is not some sociogenic or psychosomatic phenomenon.” The intelligence community has now gathered evidence, including new information that confirms the fact that a foreign state actor is likely behind this act against American soldiers and personnel abroad. Some members of the National Security Council at this meeting drafted a commentary for the Washington Post, which was approved and prepared for publication. Its title was “We Believe Them,” where “them” referred to the victims of Havana Syndrome. However, at the last minute, Biden’s National Security Advisor Jake Sullivan prevented the release of this statement.

Joe Biden clearly had in mind this latest attempt to disclose the existence of technologies enabling the remote control of human brain activity when, in his farewell speech as president, he said:

 

“I want to warn the country of some things that give me great concern. And this is the dangerous concer- — and that’s the dangerous concentration of power in the hands of very few ultra-wealthy people, and the dangerous consequences if their abuse of power is left unchecked. Today, an oligarchy is taking shape in America of extreme wealth, power, and influence that literally threatens our entire democracy, our basic rights and freedoms, and a fair shot for everyone to get ahead. … Americans are being buried under an avalanche of misinformation and disinformation enabling the abuse of power. The free press is crumbling. Editors are disappearing. Social media is giving up on fact-checking. The truth is smothered by lies told for power and for profit. We must hold the social platforms accountable to protect our children, our families, and our very democracy from the abuse of power. … AI could spawn new threats to our rights, our way of life, to our privacy, how we work, and how we protect our nation. We must make sure AI is safe and trustworthy and good for all humankind.“

 

As we have seen, Joe Biden was under significant pressure from the leaders of American intelligence agencies and the American Congress, as well as the UN, allied EU, and Germany, to disclose technologies for remote brain manipulation. Judging by his farewell speech, it ultimately was American oligarchs who prevented him from doing so. Before departing from life, his greatest act for the history of humanity would have been to reveal who specifically and how they prevented him from disclosing the fact that humanity is threatened by the loss of human identity and the loss of freedom in their thinking.
